In 3.14.6 we had a metadata field called description with simple html in it (such as <em> <strong> etc.). This metadata field is printed on screen as a description to a standard page under its linked title. However since the upgrade the html is not being rendered but is also printed on screen:

I am pretty sure this was fixed in 3.16.2, as it was a bug that I submitted and was fixed. Try regenerating your metadata, as I had this same problem, and after the upgrade, I had to make sure to regenerate.
I regenerated all the metadata when I went from 3.14.6 to 3.16 and did not notice the problem, but I quickly upgraded to 3.16.2 and then saw the problem.
I'm also having terrible speed issues, pages are taking 8-10 seconds to load. I've fiddled with pgsql settings but I don't think that is the problem as the db is tiny at abut 160mb. The only think I'm going to try is linking the stylesheets and JavaScript outside of Matrix on a separate server, what do you think?
This will only help if the bottleneck is in displaying stylesheets and JavaScript. Without looking at your system, it is difficult to say if this will help.
