try and create a whats new page in 3.18RC1, can create one as a child of an asset, you can give it a name, then you hit commit and "page can not be displayed" appears along with "Cannot find server or DNS Error"
Interesting. I've just created a What's New page without a problem on my Fedora 8 install (which is having the "can't save a URL on a Site asset" issue) as well as on my CentOS 5.1 install.
Can you see the properties of that screen to see what URL it is trying to reach?

I can not create a whats new page one or two levels down the tree under an asset listing (or two) I get the page not found error with above properties.
Weird, because the URL looks right. Can you try using Firefox to see if has the same problem?
Similar, Firefox gives blank frame after the commit to create - no error message just a blank page, no source code to cut and paste here.
Again it is only if the Whats New page is down the tree.
Creating a Whats New page at the root level works.
Note. I am stuck running an ancient computer with w2k, IE6 and matching JVM (last 2 requirements for intranet apps).
I can not connect a decent computer to the network to use more advanced stuff.
Workaround is create "whats new" page at the root level then move it to desired location. It works
