I'd like articles that are published to be time/date stamped and Author stamped and then underneath give the reader the ability to comment on the article and add a rating (similar to a blog)
Whats the best way of going about this, are there some particular modules I require?

All assets in Matrix are always time/date stamped (we record three dates: date created, last updated and published, i.e. made Live). We also record who created, who updated and who published the asset. All of this information can be printed in the design, or using a paint layout.
All the assets required to publish and view articles are part of the Core or CMS module.
However, there is (currently) no simple way of adding simple comments to exists pages, as we don't really have a "comment" asset (i.e. a plain textbox that allows someone to type in free text). We do have a specification for the creation of a "Note" asset, which we would use for this task. There is also no rating system built into Matrix at present.
