Yes, you can tell the Cache Manager not to cache Remote Content assets. This may not prevent Squid from caching the content though.
Would it make a difference if I had a no cache added to the design (header) that the remote content uses?
It should, if your Squid proxy is configured to not cache URLs that contain the string "_nocache" -- we usually recommend this be added to the Squid configuration.
