If we have a large site (~300pages), possibly all live, with 95% of pages in it having a workflow applied. The workflow is the same but through roles is applied to one of (say) 30 editors and 5 approvers. We have a single site manager with admin permission on the whole site.
What's the best way to apply a new design to the whole site?

The best way, or the simplest way? And by best, what are you evaluating that against? Most secure? Quickest? Easiest?
The quickest way is probably to remove workflow from the entire site, change the design and then put workflow back.
The most secure is to put the entire site into Safe Edit, change the design, approve the entire site and then make the entire site live again.
Workflow doesn't stop a design from being applied, so why does workflow need to be removed? If you have someone with admin access, get them to change the design on the site and cascade it down to all the pages.

I’ve just re-tested it and it works exactly the way you say which is perfect.
I was, like Avi I guess, under the impression that it wouldn’t let you do it.
