I thought I have read somewhere within a forum that the latest version of Matrix 4.2.3 would be able to clone a complete website including the assets to create a complete stand alone website with its own assets to that site.
Have I got this wrong?

What you might be talking about is using the import and export script of matrix to do this. And yes there are a lot on changes that wen in recently to make the import/export scripts more reliable and efficient. The report related to it is #5170 Changes to export sciript in Matrix for better structured import. Although this changes went in 4.2.3 which means it is only available 4.2.4 onwards.
Apart from that there is a cloneAsset() JS API function going in version 4.4.2 (#5170 Changes to export sciript in Matrix for better structured import) which might be something you can look into eventually.
