Content container templates - access and permissions

Hello,

I have a couple of questions in regards to editor access and content containers:

Is there a way to lock down different “content container templates” so only certain editor groups can edit?

Is there a way to restrict an editor from changing container templates, but still allow them to edit the content within the template?
