Install 3.24.1 and restore 3.18.4 content?

It it possible for me to do a clean install of the latest version of Matrix with modules (3.24.1) and then restore a Matrix backup of a 3.18.4 data.

I think that would end in lots of tears, you would most likely just end up with a very large mess

Please restore the 3.18.4 system in its entirety, ensure that it can be accessed (log in etc.), then proceed through the upgrade procedures for minor and major releases as described on the Matrix website.
