Is there a mailer in matrix that can be applied in the website?

I have a mailto, but i dont like it to open in outlook.... Do matrix have like a wysywig to send an email?
Matrix has a Custom Form page that allows site visitors to send email. They can't just type in any address, but it can be configured to send to different people depending on the value of a drop-down box. It can also be hard-coded so it becomes a feedback form.
