I am having an error with making Designs and CSS files in Designs Folder live, from Under Construction.
Each time that I commit 'Approve and make live' I get a 'The page cannot be displayed' in the main frame window (IE). The HIPO jobs starts but stays at 0%.
I assume that it is necessary to have designs and css files live for public users to view them along with associated files ??

Make sure you disable any popup-blockers you may have installed (eg. the google toolbar). You can also try resuming the stalled hipo job via the HIPO Herder.
Yes designs need to be live, and require public read permission. You also need to assign a URL to the Designs folder.
Yes popup-blockers have been disabled.
Tried resuming stalled hipo job, but did not work.
I assigned additional URL to Designs Folder and got the following errors/warnings:

What happened when you tried to resume the hipo?

Did you need to assign an additional URL to the designs folder (you only need one)?

I have created a new Site and give it the URL "203.153.245.173/sitename", I did this because I had a previous Site with URL "203.153.245.173". After you mentioned assigning a URL to the Designs Folder I was not sure whether I should include the URL to the new Site "203.153.245.173/sitename" ??
Did I not need to add URL to Designs Folder?
I there a better way to set up 2 Sites?

The designs folder should have a URL of http://(your ip/hostname)/_designs
If you have multiple domains, you only need the one URL for your design folder (assuming the design URL can be accessed from these other domains).
Apologise for my lack of description. I have actually assigned URL as '(your ip/hostname)/matrix/_designs' all other URLs assigned to Designs folder end with 'matrix/_deisgns'.

Ok great, thats what I thought.
Unfortunatley my Designs still will not go live
