Metadata subject to workflow

I understand that metadata can be placed into Safe Edit, edited, and not made live until it has had its status made to Live. 

 

But can metadata fields be blocked from editing unless placed in Safe Edit, or part of a workflow process?

 

For instance, with our current setup, users are blocked from making changes to asset contents subject to a workflow schema, unless the asset is in Safe Edit or has a status relating to workflow.

 

Asset metadata however, is editable whether subject to workflow or not.

 

Is this particular to our configuration of Squiz, or is it a constraint of the system in general? How would I change this?

 

Also, how can I influence the order in which metadata schemas are displayed on the asset Metadata screen? At the moment, when I add a new Metadata Schema, it seems to add it automatically to either the top or the bottom of the list of Metadata Schemas, seemingly randomly, with no control as to the order I want them displayed..
