We have set up a design which uses one design for the parents and then the children underneath use a different design. Is there anyway that when we add a new standard page under the parent that it will have the children design applied to it.

Yes – Apply the Child Design to the Parent and then apply the Parent Design as an “Override” design to the parent itself. The children will then inherit the Child Design while the Parent uses its own design.
