Is there anyway the system can identify first login and display some dynamic new content?

"Welcome to the website, as this is your first time we encourage you to <LINK>change your password</LINK>."

Sure, when you create a user, set their status to "Up for review", then when they try to login to the admin or simple edit, it will prompt them to change their password.
To edit what is displays, just edit the password_change_design.
