I've seeing more and more of 'painted layout' being mentioned. Where can I go to read up more about it?

They are called “Paint Layouts” and you should be able to find info in the Matrix manuals. You can get them from:

Could you guys give an explanation of what a normal "Layout" is, and used for? Are they like paint layouts for the backend view?

Somewhat – Layouts control the Simple Edit Interface.
