I am trying to make a table in a paint layout but on commit it isn't created.
Can a paint layout contain a table.
Using v3.16.10

How exactly are you setting this up? What asset are you trying to paint with your paint layout. As long as you have applied the paint layout to an asset or assets, and customized the paint layout for that asset. What ever you put in the type format should show up when you preview that asset.
Have you tried the steps above, then added your table tags and it is not printing when you preview your page?
I am applying a comment facility to a number or areas on my site.
In one I have a nested page after the page contents that gives more detail of the section than does the side nav of the section. Putting the asset listing after only a few comments would take that too far down the page ... putting the comments after the listing will make no sense as it would take it away from the content that I want to be commented.
I would like to place the comments and the nest side by side.
Does this make sense? the pages are in www.scia.org.au/hot_topics. You will see that the subpages have the content of the top level nested.

Ok, so how are you setting up your paint layout? Have you tried nesting those pages and the comment form, then creating RAW HTML divs around those and adding your tags?
Maybe a screenshot of your setup or another explanation would help more…

No worries. 
Not only that but it was ill-conceived from the start for two reasons:
- the nested content at the top level replicated what was already on the page
- the table's 2nd row (the nested comment list) was thrown away from the short comment add content due to the size of the nested content in the 2nd column. There is no option to span rows or merge the cells.
