Workflow and cascade

Hi,
3.8.6 (Oracle).

I've got the following structure:

    page1
    |--- page2


I would like to put a workflow on page1 not on page2. So I apply workflow and untick the cascade. The result though is that the content of page1 doesn't have a workflow applied to it. Hard to spot and messy when trying to go through workflow.

So bug? or expected behaviour because 'content' and page can technically have different workflows (i.e. belong to different pages)? If the latter is correct, there is a major usability issue.

I would expect that workflow schemas would always be applied to dependant assets, even if cascade us unticked. This should be the same functionality as permissions.
