You should be more specific. There are many ways to pull the external data in, in general. Are you talking about RSS or SOAP?
From the subject of this post 'XML web services…' I assume you're talking about WSDL (SOAP). Currently there is no support for SOAP communication or creation of business flows (applications) using web services.
