Will need to run the update Sharepoint Record Cron job on a daily base to update the sharepoint saved search asset, however the running status of Cron Manager is as following:

The number of consecutive times the cron's run has been cancelled due to another instance already running
Does it indicate the cron Manager wasn’t running all the time?
I put */15 * * * * php MATRIX_ROOT/core/cron/run.php in crontab file, then I had the dead lock on Manage Incomplete Submissions Cron Job (id: #40), how can I know which forms are related to those incomplete submissions before removing the locks? anything OR risk need to be concerned before remove the locks and run the cron manager again?
