Empty form fields seem to be coming back filled?

Hi guys,

 

I'm trying to use some modifiers in a thank you page, but they don't seem to be working. I've tried a couple of variations and worked out that it thinks my form fields have content, so %question_answer_111274_q11^empty:notanswered% and %question_answer_111274_q11^notempty:answered% are both returning answered.

 

Does anyone know why this is happening?

Have you tested both those keyword modifiers elsewhere in your system to know if they are working correctly there? I have used the ^empty keyword before on a 3.14.x system and found that it didn't work correctly.
