I was wondering if it was possible to forcibly cascade a design so that applies to an asset and all children of that asset?
At the moment my understanding is that the design will cascade only to child assets that have not already been manually assigned a new design.
No, it is not currently possible to do that. You are correct in saying that setting designs only cascades to children who dont already have a design manually set.
It would make sense to be able to do this.
In the case where a site is getting an overhaul on the design to the point where it's easier to work with a new design than set the existing to Approved for Edit and altering it. Approving an edited design would apply that to all all assets with that design correct? Whereas the new design would have to manually applied to all existing pages.
Or am I missing something here?
Designs inherit. When you apply a design to a site, it inherit down the tree to all pages. If you change the design on a site, it changes all pages at the same time.
The problem you get is when you override a design on a single page (say the news section has a different design). When you change the design on the site, the design will not change in the news section because you have a different design applied.
Got it. I was missing something. 
This makes sense.
It would be good to have the option to either automatically or manually cascade the design, in the same way that you have this option with the permissions.
Could be saving me a lot of time at the moment anyway!

This is not included in v3.8. However, you can now apply a design to a single asset without that asset’s children inheriting the design (i.e. they inherit from their parent’s parent).
