How to create a new design folder

I would like to know how can I create a new design folder.

Why? Correct me if I'm wrong, but designs don't have to live in a/the Designs folder. To be honest, I don't know what special functionality the Designs folder has.

Yeah, there is no reason to have a new design folder. Designs don't need to be there. I actually prefer them to be in a folder under my site.
