System admins can't reset other sysadmin passwords

Hi.

In v5.3, our system admins can’t reset other system admin passwords, however in v5.5.3.3 they can.
Is this a simple case of an added feature to the later version or is there a setting that we need to add/enable in v5.3?

This feature appears to be enabled in the most recent version. We are on 6.10 and are able to change the password.
