In ver 3.8 - if a PDF file is uploaded and placed under construction, when previewing the page that links to it - should the link contain _data/ in the URL? Or should _data only appear in the URL when the asset is live?
And how about if you place a PDF in safe edit and replace the file. On the page that links to the PDF file, should the URL still be /_data or not?

Any file asset that is either under construction or does not have public read permission should not have "__data" in its URL. That URL should only appear when an asset is both Live and has Public Read Permission.
If a File asset is in Safe Edit, the URL used depends on whether you are currently logged in – if you are, it should use the Safe Edit URL, so you see the latest version of the file asset. If you are not logged in, you should see the "__data" URL and the live asset.
