User Tags

Good Afternoon,
Thank you for the previous responses to associated threads. We would like to provide the ability for the web users to tag content as they see fit and then to display this list of tags (excluding any blacklisted items). Has anybody attempted to do this and is it tricky? The only gotcha is that JavaScript is not available.
