What permissions are required to view safe edit differences?

With our website workflow practices, content updaters are often in a position where they want the changes vetted before the change is made live (e.g. approved).  What permissions are required to view safe edit differences?

 

I've had a look at both the permissions page in the manual (http://manuals.matrix.squizsuite.net/users-and-permissions/chapters/permissions) and also the Safe Edit section in the matrix concepts page (http://manuals.matrix.squizsuite.net/concepts/chapters/squiz-matrix-concepts).

 

Neither explains what level of permissions are required for a user (or group) to be able to preview a change?

My understanding is at least Write permissions are required. But I could be wrong.
