I’m finding that users are not receiving the correct WYSIWYG plugins as defined by their usergroup membership. They get the global configuration.
For the usergroup I have tried reverting back to global preference and then customising it again but no luck.
Does anyone else have this problem in v3.6.3 ?

Nobody has reported any problems with WYSIWYG preferences from version 3.6.0 onwards. I know for a fact that other preferences are working correctly as I have been using them recently, but I havn't looked at WYSIWYG prefs on user groups in a while.
Someone will take a look into this for you to confirm that status of bug 782.
In the meantime, can you check to see if the user you are logged in as happens to be in any other groups. If the user is also in a group using your default WYSIWYG plugin preference, they will get all the global preference plugins as well as any additional ones defined in the other user group.

After some shuffling I seem to have it working now. I'll explain the setup and what i did to fix the situation.
The initial setup:
Users Folder>
|_Usergroup 1 > (Customised WYSIYWYG plugins)
|__Usergroup 2 > (Same customised plugins as Usergroup 1)
|___User1
|___User2
…
|___User10
|_Usergroup 3 > (Global WYSIYWYG plugins)
|__User 1
It seemed that every user in Usergroup 2 was inheriting the Global WYSIYWYG plugins.
So i:
- Deleted User 1 from Usergroup 3.
Still no change to the plugins for users in Usergroup 2.
- I then moved Usergroup 2 to the top level, directly under the Users Folder, then back under Usergroup 1 and users 1-10 received their customised plugins.
I have no idea why that fixed it, but I'm glad it did
